This is a substitution code. Each group of two letters represents one letter. In order to find the letter they represent, you need to look at the grid.
First, find the vertical axis (the letters on the left side of the grid that go up and down - from the top to the bottom they are T, Y, C, S,U,O,N). In a code, the first letter in each group of two will be on this vertical axis.
Next, find the horizontal axis (the letters above the grid that go left to right - AFRMO). The second letter in each pair of letters to encode will be on this horizontal axis.
Let’s practice. If you are to decode “YF” - you need to find Y on the vertical axis and F on the horizontal axis. Start with your pointer fingers on these letters. With your pointer finger that starts on Y, slide it to the right. With your pointer finger that starts on F, slide it down. Your two fingers should meet on the letter P.
